County's mental health consortium gamble pays off
Luzerne County and three other counties took a risk in 2006 by teaming up to manage their mental health and addiction treatment funding for low-income residents on Medical Assistance.If they failed, county taxpayers would have to pay for required services not covered by the fixed allocation of state and federal funding.
